New SciPy maintainer: Welcome Florian!

Hi all,

On behalf of the SciPy developers, I am happy to announce that Florian Bourgey
has joined the SciPy code dev team. Over last months, Florian contributed more than
fifty high-quality pull requests, mainly in scipy.special and scipy.signal.
As a member of the triage team, Florian contributed to triaging issues and reviewing
pull requests.
